Does Kaiser Hawaii Insurance Cover Rehab?

Kaiser Permanente offers its members in Hawaii coverage for a broad range of treatment and support for substance use disorder. Your specific coverage depends on your needs and the recommendation from your care team.6

The Affordable Care Act (ACA) states that addiction treatment is an essential benefit that must be offered by all Marketplace Insurance Plans.7

Your Kaiser Permanente plan in Hawaii may cover all or at least part of the costs of addiction treatment in Hawaii or another state.8

Drug and Alcohol Programs Covered by Kaiser Hawaii

Kaiser Permanente offers coverage for a full range of evidence-based treatment options to its members in Hawaii.6,8

Effective treatment for substance use disorders is customized to meet the needs of the individual because there’s not one path to recovery that works for everyone. For some individuals, multiple levels of care may be involved in their treatment plan—all of which may be fully or partially covered by Kaiser Permanente for rehab.6

Kaiser Hawaii for Detox

Medical detox is an intervention designed to help people safely and comfortably undergo withdrawal from drugs or alcohol. It’s not a treatment for substance use disorder, but it is often the first step in the recovery process.8

Kaiser Hawaii for Inpatient Rehab

Inpatient rehab, also known as residential treatment, means that a person receives care and lives onsite at a rehab for the duration of treatment.9 Inpatient rehab may be a good option for individuals with severe addictions, co-occurring disorders, or medical problems, as well as those who would like the opportunity to fully focus on their recovery free from outside distractions and triggers.10

Kaiser Hawaii for Outpatient Rehab

Outpatient rehab allows individuals to continue to live at home or in a sober living residence but travel to a rehab facility for regularly scheduled counseling and therapy sessions. For some, outpatient care functions as a step down from a more intense level of treatment such as an inpatient program. For others, outpatient treatment serves as a point of entry in the continuum of care.10

There are different levels of intensity involved in outpatient care, and the appropriate level depends on a person’s situation and needs and may include:10

  • Partial hospitalization programs (PHPs), which are highly-intensity outpatient programs that offer 4-8 hours of daily treatment that looks similar, if not identical, to inpatient care.
  • Intensive outpatient programs (IOPs), which are supportive outpatient programs that offer between 9-20 hours of weekly treatment.
  • Standard outpatient care, which can vary in intensity, may involve attending treatment between 1-3 times per week for a few hours.

Does Kaiser Hawaii Insurance Cover Mental Health?

Yes, Kaiser Permanente in Hawaii covers treatment for co-occurring mental health disorders as well as SUD treatment.11 It’s important to note that as per the Mental Health Parity and Addiction Equity Act (MHPAEA), group health plans and insurers that offer mental health and SUD benefits are required to provide coverage that is comparable to the coverage they offer for general medical and surgical care.7

Various interventions and therapies are used in the treatment of addiction, regardless of the treatment setting. These are provided in group and individual formats and can include:12

  • Cognitive-behavioral therapy (CBT). CBT helps individuals examine and change unhealthy or unhelpful thoughts and behaviors.
  • Contingency management (CM). CM provides positive reinforcement for desired behavioral outcomes.
  • Motivational enhancement therapy (MET). MET helps people build and maintain motivation to change their behaviors and attain goals.
  • Medication management. Medication management can help treat withdrawal symptoms and it can also help individuals sustain recovery.

Kaiser Rehab Facilities

Kaiser Permanente in Hawaii may also provide coverage to members who seek addiction treatment out of state. Members with Kaiser Permanente in Hawaii, who are unable to receive rehab in Hawaii, often come to California treatment centers. Laguna Treatment Center, an American Addiction Centers (AAC) facility, accepts Kaiser Permanente insurance. You can verify your specific plan’s details or check your exact coverage by contacting Kaiser Permanente’s member services in Hawaii.13 Or AAC can verify your insurance coverage for rehab.

Plan Types

Kaiser Hawaii Plans

Kaiser Permanente offers various plans in Hawaii for individuals and families as well as coverage for Medicaid- and Medicare-eligible individuals.3

Plans for individuals and families include:4

  • Copay plans. A simple copay plan means you pay for your care based on a copay or coinsurance schedule. There’s no deductible, but your monthly premium is higher.
  • Deductible plans. With deductible plans, your monthly premium is lower but you’ll be responsible for the full cost of services until you reach your deductible for the year. After that, you’ll pay a copay or coinsurance.
  • Virtual plans. Virtual plans offer lower costs for preventative and primary care when visits take place via a telehealth visit (virtual visits) versus an in-person visit.
  • HSA-qualified plans. HSA-qualified plans are deductible plans with a health savings account (HSA) to pay for health costs like copays, coinsurance, and deductible payments. Additionally, you don’t pay federal income taxes on funds that go into the HSA, and you can also use HSA funds at any time to pay for care, including for services that may not be covered by your plan such as eyeglasses or some dental procedures. Any HSA funds not used at the end of the year roll over to the next year.
  • Catastrophic plans. Catastrophic plans aren’t available in all markets and are only available to individuals under the age of 30 or those over 30 with a hardship exemption. Catastrophic plans have very high deductibles and low monthly premiums and only cover limited preventive services until you meet the deductible.

Plans through Kaiser Permanente are organized into coverage levels—known as metal tiers and include:4

  • Bronze. Kaiser’s bronze plans offer the lowest monthly premium but have the highest deductible and out-of-pocket costs. This level may be a good option for healthy people who rarely visit the doctor and want an affordable way to protect themselves in case of injury or illness.
  • Silver. Silver plans have moderate monthly premiums, deductibles, and out-of-pocket costs. This level may be a good option for generally healthy people who are willing to pay a little more each month for lower out-of-pocket expenses when they do need care.
  • Gold. Gold plans have higher monthly premiums but lower deductibles and out-of-pocket costs. This level may be a good option for those with dependents or individuals who use healthcare services regularly throughout the year.
  • Platinum. Platinum plans have the highest monthly premiums but the lowest deductibles and out-of-pocket costs. This level may be a good choice for people with known health conditions who need frequent specialty care, tests, and prescriptions.

Kaiser Permanente Hawaii also offers Medicaid and Medicare plans. Medicaid is a state and federal program that provides health coverage for low-income individuals. Medicare is a federal program that provides healthcare to those aged 65 and older and to people who have certain disabilities.5
